PartnerShift Network formally, Saginaw County Business & Education Partnership (SCBEP), has over 30 years of experience in collaborating with business, education, and community leaders to increase academic achievement, employability skills, and workforce solutions within the region. Working together can make a difference. We know because of the following: the passage of the Saginaw Intermediate School District’s $50 million millages for career and technical education; providing wrap-around services to the 2,400 unemployed or underemployed people that were hired as part of Saginaw’s Community Venture Program with a 78% retention rate after a year of employment; a 97% graduation rate for the Great Lakes Bay Michigan Works! WIA Youth In-School Program and a 93% graduation or GED attainment rate for the Out-of-School program that together totaled over 1000 students; the creation of the Great Lakes Bay Early College; and creating the Great Lakes Bay Employer Resource Network that helped establish a ride to work program which has evolved into STARS Express and supported the opening of 24-hour daycare. After looking at the types of collaborations that formed the need to continue to achieve greater results, the Board of Directors rewrote our mission and vision statements and recently voted to change our name from the Saginaw County Business & Education Partnership to the “PartnerSHIFT Network – driving collaboration for workforce solutions”. The Board’s goal is to clearly state who we are and what we do in our name and in our mission and vision statements. It also wants to embrace the organization’s unique history, achievement, and proficiency at creating an effective network of partners that generates workforce solutions. Another goal is to increase a broader spectrum of partners that can significantly impact workforce trajectories so that more of our residents can gain and maintain employment and achieve economic stability.
